Prescreening & Institutional Readiness Assessment
Preparation Precedes Capital. Qualification Precedes Introduction.
HBG’s Institutional Readiness Assessment provides a structured review of a project’s preparedness for potential institutional consideration.
The assessment examines the project documentation supplied, organizational readiness, governance, commercial presentation and alignment with HBG’s internal qualification criteria. Its purpose is to identify material strengths, deficiencies and preparation requirements before any potential introduction is considered.
Project scope and capital requirements;
Corporate structure and authority;
Documentation quality and completeness;
Governance and execution capability;
Development readiness;
Commercial assumptions and supporting information;
Identified legal and regulatory considerations; and
Institutional suitability and strategic alignment.
The specific scope and verification procedures will be established in a written assessment agreement before payment is requested.
Project-Specific Expertise & Independent Professionals
HBG coordinates each Institutional Readiness Assessment through external professionals engaged specifically for the project and the agreed scope of review. Specialist financial, legal, industrial, environmental and technical reviews are performed by appropriately qualified professionals within their respective areas of expertise. HBG’s role is to coordinate the assessment process and consolidate the agreed findings into the executive assessment report.
Depending on the project’s requirements, the professionals engaged may include investment banking professionals, licensed attorneys, accountants, engineers, sector specialists and other qualified experts. Selection is based on relevant qualifications, applicable licensing requirements, sector experience and the nature of the assignment.
Before payment is requested, the assessment agreement will identify the professionals or firms engaged, their respective responsibilities, the scope of their work and the deliverables to be provided. No professional or institution is represented as participating unless its engagement has been confirmed.
HBG remains responsible for coordinating the engagement and fulfilling its contractual obligations. The involvement of external professionals does not constitute an endorsement of the project or a guarantee of financing.
The Prescreening Fee directly funds the intensive professional labor hours and multi-disciplinary analysis required to generate an independent Institutional Qualification Report. Upon completion, this report serves as a standalone corporate diagnostic asset for the proponent's internal utility, independent of any discretionary introduction determinations.
Initial document intake, preliminary sector alignment evaluation, and initial portal inquiries are executed entirely at HBG's sole expense. A formal Prescreening & Institutional Readiness Assessment fee is only contractually proposed if a project successfully clears our initial discretionary triage and requires a project-specific professional readiness assessment.
Assessment professionals are selected for relevant qualifications, sector expertise and experience appropriate to the agreed assignment. Their roles and credentials will be identified in the assessment agreement before payment is requested.
Assessment Fees
Project value below US$100 Million - US$ 5,000
Project value US$100 Million to below US$500 Million - US$10,000
Project value US$500 Million to US$1 Billion, inclusive - US$15,000
Above US$1 Billion - US$25,000
The applicable project value, fee and scope will be confirmed in the assessment agreement. Additional services or third-party expenses require the client’s prior written approval. The fee pays for the agreed assessment services and written report. It does not purchase financing, investor access, project acceptance or preferential treatment.
Report Scope & Length
The length and level of detail of each assessment will reflect the project’s complexity, documentation and agreed scope of review. Deliverables may comprise a concise executive assessment together with more extensive financial, legal, technical or sector-specific reports and supporting appendices, where expressly included in the engagement. The anticipated format and extent of the deliverables will be specified in the assessment agreement before payment. HBG does not prescribe a standard page count; the objective is a substantive, project-specific assessment proportionate to the agreed assignment.
Written Engagement and Deliverables
Before commencing a paid assessment, HBG and the client will execute an agreement specifying the required documentation, review scope, fee allocation, payment terms, deliverables and delivery timetable.
For each completed assessment, HBG will deliver a written executive assessment report covering:
The agreed review scope and materials considered;
Identified strengths and material deficiencies;
Documentation and readiness gaps;
Preparation requirements, where applicable; and
HBG’s determination regarding eligibility for further consideration.
An unfavorable conclusion is a valid assessment outcome. A project may require further preparation or may be declined for subsequent engagement. The assessment is based on the information supplied and the verification procedures expressly agreed. The executive assessment report is not an audit, valuation, formal legal opinion, investment recommendation or certification of project viability. Any separately commissioned specialist report or professional opinion will be expressly identified in the engagement agreement and issued by the responsible qualified professional under its applicable scope and terms.
HBG’s Institutional Readiness Assessment is performed by senior specialists commissioned for the project and the agreed scope of review. HBG selects specialists with at least 20 years of relevant professional experience, demonstrable records of successful assignments, and independently verifiable credentials and references. The assessment fee compensates for the professional work required to review the agreed legal, commercial, structural and other project-specific considerations and prepare the Institutional Qualification Report. The scope, deliverables and payment terms are established in writing before payment is requested. The fee pays for the contracted assessment services. It does not purchase investor access or guarantee a capital introduction, financing or transaction completion. Fees become earned as the agreed services or milestones are performed; any unearned prepaid balance is handled in accordance with the engagement agreement and HBG’s published cancellation and refund provisions.
HBG considers professionally prepared submissions supported by credible documentation and appropriate authorization. Where specialist assessment work is required, its scope and cost are agreed before payment. Any subsequent capital introduction is considered separately and is not purchased through payment of an assessment fee.
Initial electronic submissions, documentation checklists, and preliminary introductory intake via our portal are strictly non-monetized and reviewed at HBG's sole discretion. Professional assessment fees are only proposed and contractually formalized after a project successfully clears our initial intake screening and is deemed a viable candidate for a detailed professional readiness assessment.
Advance Payment and Earned Fees
Assessment fees are payable in advance unless otherwise agreed in writing. Advance payment does not automatically make the entire fee earned. The agreement will allocate the fee to defined services or milestones, and fees become earned as those services or milestones are performed. Fees properly earned for services performed are not refundable merely because a project is declined, an introduction does not occur, financing is not secured or a transaction does not proceed.
Cancellation, Suspension and Early Termination
Either party may terminate the assessment by written notice, subject to the assessment agreement. If an engagement ends before completion, HBG will provide a written account of services performed, fees earned and any previously authorized expenses incurred. Any unearned prepaid balance will be refunded within 15 business days after termination. Where legally permissible, HBG will also provide a summary of completed assessment work. HBG may suspend or terminate work where required information is unavailable, materially inaccurate or unauthorized, or where legal, compliance or confidentiality concerns prevent continuation. Suspension or termination does not automatically convert unearned fees into earned fees.
Client Responsibilities and Timing
Clients must provide accurate, complete and properly authorized documentation and respond to reasonable information requests. The agreed assessment timetable begins upon receipt of the required payment and complete documentation. HBG will notify the client of material deficiencies or anticipated delays. Material changes to scope, fees or timing require written agreement.
Independent Decisions and Subsequent Engagement
HBG retains discretion to accept or decline projects before entering into an assessment agreement and to determine whether an assessed project qualifies for subsequent consideration. Once a paid assessment agreement is executed, HBG’s discretion does not remove its obligation to perform the contracted services or account for unearned prepaid amounts. Completion of an assessment does not guarantee an introduction, financing, capital commitment or transaction completion. Any subsequent engagement requires a separate written agreement and must comply with applicable law. Capital providers make their own independent decisions and conduct their own due diligence.
Confidentiality and Accountability
Client information will be handled in accordance with the assessment agreement, HBG’s privacy notice and applicable law. External disclosure of confidential project materials will be subject to the authorization provisions agreed with the client, except where disclosure is legally required. The assessment agreement governs the paid engagement. General website disclaimers do not override expressly agreed service obligations or exclude liability that cannot lawfully be excluded.
Established Companies & Project Readiness
An HBG Institutional Readiness Assessment is not a mandatory requirement for every engagement. Established companies and project sponsors with sufficient internal expertise, documentation and demonstrated readiness may be considered directly for a separately agreed engagement. HBG will determine whether an assessment is appropriate based on the specific project and identified needs, without unnecessarily duplicating existing professional work.
